Selling new underwear is okay, even some used underwear in certain cases.
Why do we have this rule?
The sale of used underwear is prohibited due to hygienic reasons.

- Used underwear if they are for toddlers/small children
- Used cloth diapers as long as it's specified that they are thoroughly washed
